Prof. Dr. KARANGWA Chrysologue ( Chairman )

Prof. Dr. KARANGWA Chrysologue is Chairperson of the National Electoral Commission (NEC) since 2003. In 2003, he presided over a National Referendum on the New Constitution, Presidential and Parliamentary Elections. Structure

The National Electoral Commission has two structured components :
• A College of Seven Commissioners including the chairperson and the Vice-chairperson;
• A Permanent Executive secretariat made up of the Executive Secretary and three departments headed by Directors :
Director of Administration and finance
Director of Electoral Operation
Director of Information and Communication Technology
• Provincial and District Commission Branches established during election period

Mandate

MANDATE OF NATIONAL ELECTORAL COMMISSION
The National Electoral Commission is mandated to prepare and run the following elections:
Local Government elections;
Referendum;
Legislative elections;
Presidential elections;
Any other elections as may be mandated by the law ( i.e Gacaca jurdictions, Conciliators “ Abunzi ”, Youth and Women Council )
The National Electoral Commission is also mandated:
Establish electoral areas ( Constituencies );

Background

ORIGIN OF THE NATIONAL ELECTORAL COMMISSION
Creation provided for in article 24-c of the Arusha Peace Protocol signed on August 04, 1993 between the Government of Rwanda and the Rwandese Patriotic Front (R.P.F.).
Established by law N° 39/2000 of November 28, 2000 as amended by law N°31/2005 of December 24, 2005.
Reaffirmed by the Constitution of the Republic of Rwanda (Article 180)
