Background

ORIGIN OF THE NATIONAL ELECTORAL COMMISSION

- Creation provided for in article 24-c of the Arusha Peace Protocol signed on August 04, 1993 between the Government of Rwanda and the Rwandese Patriotic Front (R.P.F.).

- Established by law N° 39/2000 of November 28, 2000 as amended by law N°31/2005 of December 24, 2005.

- Reaffirmed by the Constitution of the Republic of Rwanda (Article 180)

2. NATURE OF THE NATIONAL ELECTORAL COMMISSION

Independent and autonomous:

- In preparing and organising elections and publishing the results;

- Collaborating with government institutions such as Presidence of Republic, Parliament, Supreme court and Ministry of Local Government;

- Developing relationship with National and International organizations and Foreign Mission in Rwanda.

3. MISSION OF THE NATIONAL ELECTORAL COMMISSION

- Conduct free, fair and transparent elections to promote Democracy and Good Governance in Rwanda.
