EDUCATION : Holds a Bachelors Degree in Political Science from Makerere University, Kampala (1993). : Holds a Master of Business Administration (MBA) from Maastricht School of Management, Maastricht University, the Netherlands (2005).

: He has undertaken several International training programmes related to Decentralisation, cooperate Governance and election management including courses at the University of Pretoria (RSA), South Korea, ESAAMI (Arusha) and Harvard University (USA).

WORK EXPERIENCE:

  Has worked as Director of Political Affairs and Territorial Administration in the Ministry of Internal Affairs and Local Government (1994-2000);

  Has worked as Deputy executive Secretary in Charge of elections in the National Electoral Commission (2000-2006) ;

  Worked as Director of Elections in the National Electoral Commission (2006-2008 – May 2009) ;

  Worked as acting Executive Secretary of the National Electoral (2008-May 2009) ;

  From May 2009, Executive Secretary, National Electoral Commission.

He has been part of a number election observation missions in a number of African
  Countries including but not limited to: Ethiopia, Kenya, Senegal, Burundi, Ghana and South Africa.

  He has attended a number of International and regional Conferences, workshops and seminars related to Good Governance, Democracy and election management organized by the African Union, the East African Community, the United Nations Development Programme (UNDP) and the Commonwealth.
