Trained in Languages, Mr. UYISENGA Charles is a Commissioner in the National Electoral Commission of Rwanda since 2003. In the college of Commissioners of the National Electoral Commission, he is responsible for Public Relations. Mr. UYISENGA Charles is a former diplomat serving in many Rwandan Embassies in Europe. In the field, he supervises electoral operations in the Northern Province, especially in Gicumbi, and Rulindo Districts.
