Prof. Dr. KARANGWA Chrysologue is Chairperson of the National Electoral Commission (NEC) since 2003. In 2003, he presided over a National Referendum on the New Constitution, Presidential and Parliamentary Elections. In 2006, 2008 and 2010, he oversaw the conduct of Local Government, Parliamentary and Presidential Elections respectively. Prof. Dr. KARANGWA Chrysologue is a former Director General of the Institute of Scientific and Technological Research ( IRST). He is a former lecturer in different Universities and Rector of the National University of Rwanda (NUR) and Kigali Institute of Science and Technology (KIST).
